GTA 6 Cover Design: The 9/11 Story Behind the Iconic Look

The segmented GTA cover design started with GTA 3 in 2001. Artist Stephen Bliss created it in two evenings after 9/11 made the original cover unusable.

The Grand Theft Auto series has used segmented cover art with cartoon drawings since Grand Theft Auto 3 in 2001. Segmented panels with cartoon art, characters and vehicles in bold colors. That design was not planned. It was created in two days because the original cover showed burning buildings, and September 11 changed everything.

The original cover and why it had to go

Grand Theft Auto 3 was scheduled for October 2001. The original cover art featured burning buildings. After the terrorist attacks on September 11, 2001, Rockstar knew that image would not work.

Former Rockstar vice president and lead writer Dan Houser explained in an IGN interview that artist Stephen Bliss created the new cover in about two evenings. The segmented panel design, the cartoon style, the bold squares, all of it came together at the last minute because there was no time for anything else.

"The cover art that became the iconic GTA cover art, Stephen Bliss did that in about two evenings because the old cover art was probably being too offensive to release after 9/11 because they were burning buildings in it," Houser said. "So it would've been fine if there hadn't just been 9/11. So that look of the shards, the squares that became very iconic, only appeared because of 9/11."

Other changes made after 9/11

The cover was not the only change. Rockstar also edited dialogue, removed certain content and re-colored police cars. Houser said the team rallied to make those changes quickly, and the final game felt right for the moment.

"There were a couple of bits of content that would've been fine, but in the exact aftermath of 9/11, were maybe a little bit too much. So we had to take those out, and the team will rally round and remove those and edit a couple of lines of dialogue and did a quick content stand and thought it was fine," Houser said.

How a last-minute fix became a cultural icon

Grand Theft Auto 3 released in October 2001 and became a massive hit. It saved Take-Two Interactive from financial trouble and turned Rockstar into a household name. The cover design stuck. The segmented layout has been used across the series for 25 years.

Houser said the design became part of the wider cultural fabric. You see it in YouTube thumbnails, on T-shirts at tourist resorts, in memes. A rushed solution to a tragic moment became one of the most recognizable looks in gaming.

"GTA has become part of the wider cultural fabric. I mean, you sort of saw that on YouTube clips and whatever else that would have the HUD on it, and people using the logo and things like that," Houser said. "When you go to any big tourist resort, you'll have a sort of GTA cover art-inspired T-shirt available. So you began to see that creep in 10 years ago or so, I suppose."

GTA 6 and the legacy of that design

Grand Theft Auto VI releases November 19, 2026 on PlayStation 5 and Xbox Series X|S. The design that started as an emergency fix is now part of the brand.

How to use this story in your content

This is the kind of trivia that adds depth to launch week streams and videos. You can talk about it during loading screens, mention it in a recap video, or drop it in chat when someone asks about the cover. The story is concrete, surprising, and connects the past to the present.

When you clip your GTA VI gameplay, the cover layout is a good thumbnail reference. Bold colors, segmented sections, characters front and center.
